Amendment 830 - Small Properties State Acquisition Fund by Rep. Owens - $3M for the Small Properties State Acquisition Fund (SPAF) which protects tenants from speculation and displacement and creates long-term affordable rental and ownership housing. SPAF gives nonprofits like CLTs and CDCs forgivable, 0% interest loans to buy existing housing, keep tenants in place, and keep it affordable in the long term. The 2024 pilot preserved 8 affordable units, keeping 8 families in place, and these funds would keep the program growing while we push for the full release of bonding authorizations.
Amendment 1378 - Homes for Lasting Affordability by Rep. Worrell - $3M for a pilot program to fund new construction of permanently affordable homeownership projects - such as those done by community land trusts - that help stabilize neighborhoods and remain accessible to generations of low- and moderate-income buyers.
